Resolved issue where disabled provider actions were not re-enabled for original reviewing provider after taking back reviewing provider role for a participant. Provider A is reviewing provider, Provider B becomes reviewing provider and Provider A disables their now-optional notifications, Provider A becomes reviewing provider again - provider actions will now be re-enabled for Provider A.
